The History of the Department of Constitutional Law is concerned with the history of the formation and development of the Odessa school of law and stems from the 19th century.
During its existence, the Chair has experienced significant changes and kept the traditions established in 1847 when the Department of Public Law of the Richelieu Lyceum had been instituted. In 1865, the Imperial Novorossiya University together with the Chair of Public Law and Comparative State Studies were created.
Professor F. Leontovich became the first Head of the Department. He was an outstanding historian and taught Public Law.
The Department of Public and Administrative Law was organized as a part of the Faculty of Law of Odessa State University in 1954.
At this stage, the Department was headed by F. Likhanov, who studied the issues of Soviet state-building and constitutionalism.
In 1960, the Department was headed by Assistant Professor I. Grekov. However in 1966, the Chair of Public and Administrative Law Department was established and Professor I. Pakhomov, who focused his efforts on the problems of Soviet public service, became its Head.
Professor L. Streltsov, who studied the legal status of the Union Republics in the context of the Ukrainian SSR and related issues of the public and national sovereignty within the Soviet State, was in charge of the Chair between 1972-1979.
Then, in 1993, the Chair was named the Department of Public and International Law.
The Department of Constitutional Law became a part of the Odessa State Law Academy in 1997. Consequently, the disciplines concerning administrative, financial and international law were transferred to the Odessa National Law Academy.
The present stage of the development of the Department took place in 2010 due to the transformation of the Academy into the National University "Odessa Law Academy". The organizational changes and the instructional personnel allowed to keep and develop the Chair's rich traditions, as well as to introduce new focus areas.
From 1979 to 2011 respectively, Professor M. Orzikh, an outstanding Ukrainian scholar, Member of the Academy of Legal Sciences of Ukraine (1992), Ukrainian Academy of Political Sciences (1994), Ukrainian Municipal Academy (2000), Doctor of Law (1979), Professor (1990), Honoured Worker of Science and Technology of Ukraine, Honorary Professor of the National University "Odessa Law Academy", expert in general theory of Law and Political Science, Constitutional (Public) Law, state-building and administration, used to be in charge of the Department between 1979 and 2011.
Professor, Doctor of Law (2010), A. Krusyan took a position of a Head of the Chair in 2011. She has over 100 scientific works. In 2015, she was awarded the Decoration "For Excellence in Ukrainian Education", moreover, in accordance with the Decree of the President of Ukraine (March 31, 2015 No. 190/2015) she participates in the Constitutional Commission. Besides, she is a member of the Dissertation Board of the National University "Odessa Law Academy". During 2011-2016, A. Krusyan used to be a member of the Academic Board and the Educational and Methodical Council of the "Odessa Law Academy".
Professor M. Afanasyeva has been Acting Head of the Department since September 2016, she published over 60 scientific efforts.
