The 17th International Symposium on Victimology of the World Society for Victimology was held on June 5-9, 2022 in San Sebastian (Spain). More than 400 experts in the field of crime prevention and treatment of victims of crime gathered from around the world to analyze the current state of humane treatment of victims of crime. Due to the basic issues of the characteristics of victims of crime in the digital age, the Symposium was much broader: from the analysis of victims of sexual violence in Catholic networks and restorative justice, to the organization of compensation schemes for victims of international crime.
The Prime Minister of the Basque Country, representatives of the legal establishment and scholars expressed their support and indignation at the facts of the Russian Federation's aggression in Ukraine.
The plenary session of the Symposium, presented by the President of the International association of Penal law Jose Luis De la Questa, was opened by a report by Professor Vyacheslav Tulyakov, Representative of the Odessa Law School, Vice-Rector for International Relations of the Odesa Law Academy National University (https://www.symposiumvictimology.com/plenarios). The report was devoted to the characteristics of victimization of international war crimes and crimes against humanity and peace and security of mankind in the context of aggression in Ukraine. The speaker developed a multidisciplinary approach to the concept of protecting the rights of victims of these crimes through the application of the provisions of the European Convention on Human Rights and the case law of the European Court of Human Rights. Statistical information and experts of estimation of primary, secondary and tertiary victimization of the population of Ukraine and neighboring states were analyzed. Additional arguments were provided for the discussion on the recognition of the Russian Federation as a terrorist state, the establishment of an ad hoc tribunal to convict the crime of aggression, the expediency of strengthening sanctions against the aggressor state and its allies.
