Material and Technical Basis

The formation of Odessa National Academy of Law was accompanied by the intensive process of reconstruction and expansion of its material and technical basis. Today it is a functional, multi-branched complex of up-to-date buildings with a total area of 79,000 sq.m. The buildings of the Academy are located in many picturesque places of Odesa. They include the main nine-storeyed educational building with the area of 12,600 sq. m. in 2, Pionerska Street; there is a one-storeyed building of Extramural Faculty ¹2 and the Department of Judicial-Administrarive Faculty in 5, Pionerska Street; there are educational buildings in 7 and 7a, Pionerska Street; there is a three-storeyed building in 9, Pionerska Street, which houses the Faculty of Civil and Economic Justice, the Masters Training Department, the Department of Military Training and the administrative departments of the Academy ( Military department, accounts department, financial and planning department).
In 23, Fontanska Road there is an administrative building of the Academy which has specially equipped class rooms of the Department of Criminalistics and the Conference Hall of the Academic Council. In 28, Richelieuska Street there is an educational building of the Institute for Training Professional Judges and the Social Legal Security Faculty. In 76, Mechnikova and 93, Staroportofrankivska Streets there are buildings of Maritime vocational training school No3. Classroom space of the Academy comprises 200 modern spacious rooms, class- rooms, auxiliary and specialized classrooms accommodating 7,600 people. These classrooms are used lectures, seminars and practical training. There are also more than 20 computerized classrooms with 475 seats. The pride of the Academy is its library with the reading hall for 400 people offering the latest editions of law books and literature in other subjects. It is rightly considered one of the best University libraries in Ukraine and CIS countries. The students of the Institute of Prosecution and Investigation are to be instructed in practical shooting, the skill essential for their future profession. To address this need the management of the Academy opened a shooting gallery with the total area of 538,82 sq.m. in the basement of the building in 8, Klenova Street. The shooting gallery is 25 m. long with the area of 156 sq.m and has one fire line, equipped with bullet-proof partitions serving as a shield from a stray bullet of an adjacent-section shooter and has five directions. The basement due to its technical characteristics is suitable for shooting guns, rifles, pistols and hunting rifles. It is equipped with video surveillance system and observation system on the fire line and in the entrance hall. The pneumatic shooting gallery with the area of 89 sq. m. has got a fire line of six directions and is equipped with devices of target destination of all types. A bullet catching device meets all safety requirements. The building of the pneumatic shooting gallery due to its technical characteristics is suitable only for pneumatic arms. The Academy shooting gallery meets all the demands made on up-to-date shooting facilities. The shooting gallery has been licensed by the Ministry of Internal Affairs of Ukraine and got the permission from the Head Office of the Ministry of Internal Affairs in Odessa region to keep and use fire arms. The shooting facilities ensure the highest standards of instruction and students training for their future work as law-enforcement officers.
For the students’ and staff members’ convenience there are five cafes accommodating 1,200 people. One of the concerns of the management is the students’ recreation and pastime. Modern sports complex with a 4,100 sq. m., football pitch with the area of 4,100 sq.m and stands for 1600 people, changing rooms, shower-rooms and toilets; a track and field sector, a jumping sector, a covered universal sports ground with the area of 680 sq. m.; Basket-ball, volley-ball, tennis and others matches are held there. The stands of the sport ground accommodate nearly 400 spectators. Besides there are tennis-courts with the area of 1000 sq. m. and 100 seats for the fans; a sport ground with the area of 520 sq. m., for volley-ball and basket-ball with 50 seats; a gym with horizontal bars, horizontal ladders and other sports devices. There is also a gym for sport games with the area of 288 sq.m., a gym with sports simulators with the area of 238 sq.m., a gym for wrestling with the area of 150 sq.m., a table-tennis facility and a gym for therapeutic and rehabilitative physical training. The illumination system of all sports facilities meets European standards and allows to hold training sessions and competitions all the year round.
During the classes in physical training and extra-curricular sports activities the students obtain theoretical knowledge and practical skills. They come to understand the importance of healthy life, the vital necessity to be fit and healthy. Physical training and sports in the sphere of higher education play an important role in the students’ up-bringing. Sports teach them how to use their physical skills and abilities and apply these values and skills in their future professional life. Alongside physical health and academic progress of the students the management and staff of the Academy are concerned with the students’ cultural development, their ethical up-bringing and moral values. Essential for addressing these extremely important needs was the construction on the Academy campus of St. Tatyana Church, which is the first students’ Church in Ukraine. Entertainment, recreation and pastime of the students are also among the priorities of the Academy’s management. The division in charge of these activities is Culture and Recreation Centre. Various cultural events and entertainment activities are held in concert halls and assembly halls with modern equipment for simultaneous translation. This impressive administrative complex and all the facilities are operated and maintained by the Administrative and Maintenance Department with the staff amounting to 300 people. The Department includes: Vice-Rector aide M. Miniaylyk; Technical operation division (B. Lykhogiy); material and technical supply division (V. Trofymchuk); transportation division (V.Skrypnyk); IT and computer communication division (O. Ushkanov); logistics manager L. Dekhtyarenko, Chief power engineering specialis’s division (G. Miroshnychenko); Chief mechanical engineer’s division (M. Savelyev). This is a highly professional and motivated team, making every effort to achieve the main goal, i.e. to operate smoothly and maintain all the available facilities and set new facilities and equipment in operation. The Administrative and Maintenance Department is headed by the Vice-Rector for Administrative and Maintenance work, Honoured Educator, Honoured worker in the sphere of education Mykola Kryklyvy. Using his outstanding managerial skills and remarkable personal qualities, demanding the utmost performance from himself and his staff, he cherished his beloved “infant”, i.e. the material and technical base of Odessa National Academy of Law. He is constantly looking for the new ways to improve all the facilities, to keep them up-to-date as befitting the best higher educational institution of Ukraine, as the Academy is rightly considered.
