Department of Judicial and Law-Enforcement Bodies System
Head of the Department, Candidate of Law, Professor, Yuriy Y. POLYANSKY
The department was founded in January 1998 on the basis of the Department of Administrative Law and Government. Methodological and scientific traditions were preserved by the new teaching staff. Candidate of Law, Professor Y.Y.Polyansky has been head of the department of Organization of Judicial and Law Enforcement Bodies since its foundation. He is also pro-rector for scientific, methodological and pedagogical work of ONLA and a Honored Jurist of Ukraine. Y.Y.Polyansky is vice-chairman of Law Experts Council at the State certification commission and member of the legal scientific and methodological commission at the Ministry of Education and Science of Ukraine. In addition to major subjects (Judicial and Law Enforcement Institutions of Ukraine, Prosecutor’s Office of Ukraine, Advocacy of Ukraine) the department provides such special courses as Judicial and Law Enforcement Institutions of European Countries, Support of State Prosecution, Acts of Prosecutorial Reacting, Office Work in Judicial and Law Enforcement Institutions, Representation of Lawyer in Specialized Courts, A History of Advocacy, Peculiarities of Representation Tactics During a Civil Trial, Organization of Judicial Activities and Lawyer’s Ethics. During the last decade M.V.Kosyuta defended a doctoral thesis (2002) and 7 Candidate’s theses were defended by: V.A.Selezniov (1999); L.O.Koloyanova (2000); N.M.Bakayanova (2003); L.S.Vynogradova (2004); V.I.Babenko (2004); V.M.Koval (2004) and T.V.Korniakova (2004). Professor V.V.Dolezhan participated in parliamentary debates on the judicial reform. During the last five years 35 expert conclusions concerning bills have been drawn. In order to improve the skills of the prospective specialists the staff of the department has published a number of textbooks: “Judicial and Law Enforcement Institutions of Ukraine” (editorship of Y.Y.Polyansky); “Security Management of Navigation (legal aspects)”; “Prosecutor’s Office in Ukraine”, “Theory and Practice of Public Prosecution in Court”, “Judiciary and Law Enforcement of European Countries”; “Acts of the Prosecutor’s Office: Preparation and Introduction”; “Office Work in Law Enforcement Institutions of Ukraine” and “Acts of Prosecutorial Reacting”. At the department, there is a students’ group studying the organization of judicial and law enforcement bodies (under supervision of Professor Y.Y.Polyansky). The staff of the department comprises 2 Doctors of Law, 4 Candidates of Law, 2 senior teachers and 6 assistant lecturers. The members of the Department are Head of Department, Candidate of Law, Professor Y.Y.Polyansky; Doctor of Law, Professor Valentyn V.Dolezhan; Doctor of Law, Professor MykhailoV.Kosyuta; Candidate of Law, Associate Professor Vladyslav A.Selezniov; Candidate of Law, Associate Professor Nana M. Bakayanova; Candidate of Law Vasyl V.Kryvenko; senior teacher Volodymyr K.Irtehov; teachers and lecturers Sergiy I.Repula, Liliya P.Nesterchuk, Oleksandr V.Kurhansky, Oleksiy H.Svyda, Oksana M.Tarasyshyna, Svitlana A.Adabash; senior laboratory assistant Nina V.Tomchak and laboratory assistant Nataliya M.Pryemska. The teaching staff of the faculty includes both experienced educators and young teachers. In recent years dissertations for the degree of Candidate of Law have been defended by Y. Y. Baltsy, V. R. Barsky, M. V. Afanasyeva, N. V. Mishyna and D. S. Terletsky (Constitutional Law Department); V. V. Prokopenko and A. P. Fedotov (Maritime and Customs Law Department, O. V. Todoshchak, I. K. Zalyubovska, E. E. Dodina, O. I. Bedny, A. Y. Osadchy, A. I. Ivansky, D. V. Kravtsov, S. V. Parkhomenko-Tsyrotsyants, A. V. Strelnikov, A. S. Nestorenko, G. M. Pisarenko and A. O. Nyeugodnikov (Administrative and Financial Law Department), N. M. Bakanova, V. V. Kryshchenko (Judiciary and Law Enforcement Bodies Department), which enables keeping most favourable atmosphere at the Faculty and close contacts with students. The graduates of the faculty have privileges when entering the Professional Judges Training Institute; which is a unique educational institution offering its best graduates a possibility to get a position of a judge. In order to provide for the government order and purpose training of specialists, long-term agreements were concluded between the Judicial Administrative Faculty of Odessa National Academy of Law and Customs Service of Ukraine, regional State Administrations, regional Councils, Security Service of Ukraine and Ministry of Internal Affairs of Ukraine. Such approach makes it possible to provide jobs for the full body of graduates. The faculty arranges meetings of the students with practical workers, representatives of diplomatic and consular services, statesmen and public figures of various countries of the world. The faculty practices various forms of the students’ leisure organisation. Each year a group of the best representatives of the faculty is awarded trips to holiday camps in the Carpathian Mountains and Zatoka in the period of summer and winter vacations. The students take part in organising and conducting contests and festivals, they are active members of the Academy KVN team; they organise and hold “Students Spring” and “Faculty Day” festivals. Getting prizes at “Miss Academy” contest has become a good tradition at the faculty. The students of the faculty enjoy wide possibilities for practicing sports including specialised sports groups: volleyball, basketball, football, judo, bullet shooting, tennis, ping-pong, swimming, track-and-field athletics, boxing, aerobics, hand-to-hand fighting or callisthenics. There are many well-known sportsmen among the faculty graduates, such as Magomet Magdiyev, Master of Sports of international class in Thai boxing; World Champion, European Championship silver and bronze prize-winner, winner of numerous international tournaments Georgiy Grek, Master of Sports of Ukraine in freestyle wrestling and Ukrainian Students Games silver prize-winner; Vladislav Stasyuk, Candidate for Master of Sports and silver prize-winner of European SAVATE Wrestling Youth Championship; Vyacheslav Shanko, Champion of Kyiv Open Kickboxing Championship, Champion of Ukraine, International Tournament “Bratislava Cup” and European Championship silver prize-winner. At present there are 2 Masters of Sports (water polo and boxing) and 14 Candidates for Master of Sports among the students of the faculty. Lectures and practical lessons in the English language have been organised at the Judicial Administrative Faculty. Such approach enables both to considerably improve the English speaking skills and get profound knowledge of the legislation and law doctrines of foreign countries. Defending master’s theses and diploma papers in a foreign language before the State Examining Board has become a good tradition of the faculty. The best students of the faculty are encouraged with the personal M. A. Nudel’s Scholarships and the Scholarships of the President of Ukraine. For the purpose of the students’ rights protection, promotion of harmonious development of their personalities, formation of future organisers’ or leaders’ skills and involvement in the student self-administration, the Faculty Students Council, a students’ self-government body, was formed at JAF.
