Department of Criminal Procedure

It is impossible to imagine teaching law nowadays, as well as a century ago, without studying criminal procedural law. Scientific studies and pedagogical traditions in this branch of law in the city of Odesa and in the south of Ukraine have a long history and go back to the times of the famous Richelieu Lyceum and the Novorossiysky University. It is enough to say, that at the Richelieu Lyceum a course of law procedure was lectured, and in the Novorossiysky University criminal procedure was taught by the department of criminal law.

Among the well-known teachers of criminal procedure in the south of Ukraine it is necessary to mention Professor V. M. Palauzov, the author of many works on criminal law and legal procedure, the co-author of criminal procedure and civil procedure codes, he was the first to conduct fundamental research on participation of people's representatives in a criminal trial.

Some landmarks in the history of criminal procedure department could be outlined:

1865 - the foundation of the criminal law criminal court organization and criminal procedure department in the structure of the Novorossiysky University . It was such a university tradition to found departments, which would combine some related disciplines, which later became separate departments. Such a process usually testifies to the transfer of an educational institution to the higher level of teaching and scientific studies, further specialization of the teachers under condition of preserving their integration in the field of legal science.

1967 - in the structure of I.I. Mechnikov Odesa State University the department of criminal law, procedure and criminalistics was established. The criminal procedure and special courses on criminal procedural law were taught there.

September 1991 - criminal law department was divided by the law department council and then by the Council of Odesa State University decision into: the criminal procedure and criminalistics department and the criminal law, criminology, criminal-executive law department.

January 1998 - the criminal procedure law department of Odesa National Academy of Law was founded. Doctor of law, Professor Y.P. Alenin is the head of the department.

The Candidates of Law such as I.Kryuchatov , I.Mikhaylov, N.Dryemina (now she is an assistant professor of the international law department) were working at the department. O.Muravin and E.Utkin (who has been elaborating the problem of application of technical-scientific means in judicial trial in criminal cases) defended the candidate dissertation when they worked at the department.

Doctor of Law V.Kholmakhov is one of the outstanding scientists dealing with criminal procedure criminalistics. He is the author of many monographs devoted to the criminal procedure (it is sufficient to remember his work "Investigative examination”which even now remains topical). Due to his lecturing on criminal procedure and scientific research in this branch of law are on the high up-to-date level.

Now the criminal procedure department continues executing its main task: training of law experts for the work in courts and in law enforcement bodies: Prosecutor's Office, bodies of the Ministry of Internal Affairs, The Security Service of Ukraine (mainly - for investigative activities), Advocacy.

The key subject Criminal procedure law is lectured by the head of the department, Doctor of Law, Professor Y. P. Alenin, the Candidate of Law, assistant professor, O.B. Muravin, senior teacher T .V. Lukhashkina, the Candidate of Law, assistant professor.Y.A. Gurdgiy.
