Head of the department, President of Odessa National Academy of Law, Doctor of Law,  Academician of the Academy of Pedagogical Sciences of Ukraine, Honored Jurist of Ukraine, Sergiy V. KIVALOV

The head of the Department is Sergiy V. Kivalov, President of Odessa National Academy of Law, Doctor of Law, Professor, Academician of the Academy of Pedagogical Sciences of Ukraine, Honored Jurist of Ukraine, head of Special Academic Council of ONLA for defending candidate and doctoral theses. He is the author of over 150 scientific works, ten of them are monographs. S.V.Kivalov is a well-known statesman and a Member of the Verhovna Rada (Ukrainian Parliament). S.V.Kivalov was awarded the orders “For Honours” of first, second and third class, the order of Ukrainian Orthodox Church “Saint Prince Volodymyr” of fourth class, the Medal of Zhukov, the citation of ‘Honoured Personality of the Prosecutors’ Office of Ukraine’ and other awards.

The department provides such disciplines as administrative law, administrative-procedural law and finance law. In order to intensify the mastering of administrative work such special courses as Tax Law and Legislation, State Administration in the Administrative and Political Sphere, The Organization of Public Service, Local Finance, and Legal Basics of Crediting are read.

At the Faculty there are two student scientific groups studying administrative law (supervisor - Associate Professor A.Y.Osadchy) and finance law (supervisor - Associate Professor L.K.Tsariova).

The staff of the Department of Administrative and Financial Law has prepared a number of textbooks and manuals that are very popular with the students of the Academy and other legal educational institutions, including foreign ones. These are some of them: “Administrative Law of Ukraine” (edited by S.V.Kivalov), “Legal Handbook for Professional Judges”; textbook “Administrative Proceedings” (edited by S.V.Kivalov), “Commentary on Administrative Law Proceedings Code” (edited by S.V.Kivalov) and “Commentary on the Law ‘On the Public Service in Ukraine” (edited by S.V.Kivalov).
