Faculty of Judicial and Administrative Law

 

Dean of the Judicial and Administrative Law Faculty Candidate of Law, Associate Professor Igor I. CHUGUNYKOV

 

 

Since the 1991/1992 academic year the Law Faculty of Odessa I.I.Mechnykov state university passed on to preparing jurists through specialized departments. Possibilities of implementation of narrow-purpose special subjects were taken into account. Specialization met the requirements of the clients who hired personnel. Admittance of first-year students was carried out at the following departments: 1) state administration; 2) justice and practice of law in the national economy; 3) judiciary and prosecution

On September 30, 1993 on the basis of already existing state judicial specialization the Faculty of State Development and Administration was founded.

Positive changes in the economy of Ukraine and a new stage of social and political relations stipulated crucial changes in arrangement and meaning of legal education aimed at the preparation of specialists for work at the administrative and law-enforcement bodies and plays a significant role in the activities of joint ventures, small businesses, joint-stock companies, etc. There arose a necessity of creation of a new educational structures comprising both traditional and innovative educational departments.

To solve this task in December 1997 on the basis of the Faculty of State Development and Administration of the Juridical institute of Odessa I.I.Mechnikov State University the Faculty of State Administration and International Legal Relations of Odessa State Academy of Law was created.

The Faculty was headed by Candidate of Law, Associate Professor of the Department of Constitutional Law of ONLA B.A.Perezhnyak. The latter played a significant role in creation and development of this direction in juridical personnel training.

The Judicial and Administrative Law Faculty was founded in October 2005 on the basis of the Faculty of State Administration and International Legal Relations. It hasn’t only inherited the best traditions of the Faculty but also created conditions for introducing new specialities taking into account long-standing needs in various spheres of juridical knowledge. The creation of the faculty aimed to update the structure of ONLA and adjust it to the legislative requirements of the Law of Ukraine ‘On Higher Education’ and raise the quality of preparing specialists for work in judicial and executive bodies, local governments and State judicial administrations, State executive and law-enforcement bodies (Security Service of Ukraine, State customs services, public prosecutor’s offices and police bodies), judicial bodies in maritime organizations, and civil human rights organizations. At present, the faculty is headed by Candidate of Law, Associate Professor Igor I. Chugunykov.

Nowadays, the faculty prepares personnel for three specialities in the judicial field, administrative functions, and legal support for maritime commerce and customs activities. There are 860 students, 25 of them are foreigners (from the Russian Federation and Moldova). There are 4 departments at the faculty.
