INSTITUTE OF PROSECUTION AND INVESTIGATION

In the activity of Rishelievskiy lyceum and Novorossiyskiy University an outstanding role was played by scientists specializing in criminal law and judicial system studies. In the juridical faculty, which was reestablished in 1947, existed a criminal law specialization (furkation), the main task of which was to educate highly qualified specialists for law-enforcement authorities. The development of criminal law specialization revived in 1967 along with arrival of a world-renowned eminent professor Kolmakov V.P.. He has been working at the faculty for six years, and after this period, the faculty has significantly enlarged and was joined by young scientists and specialists practitioners. Kolmakov V.P. was not only a great scientist, but also an outstanding organizer, and he managed to recommence an internal educational department of the faculty. A Chair of Criminalistics, Criminal Law and Process (from 1967 headed by professor V.P. Kolmakov, then ass. professor I.V. Mikhaylov, followed by ass. professor E.V. Dodin and professor L.V. Bagriy-Shahmatov) was responsible for graduation of students with criminal law specialization. In June 1993 Law Faculty of Odessa State University was transformed into Law Institute at the Odessa State University, and its specialized departments were transformed into faculties respectively (taking into consideration their specialization). Thus, along with two other faculties there was established a new one – Prosecution and Investigation Faculty – which was headed by ass. Professor Miroshnychenko N.A. (1993-1994). Polianskiy Y.E. became the Dean of this Faculty in September 1994. At the Faculty of Prosecution and Investigation law students graduated from the Chair of Criminal Law, Criminology and Penal Law (headed by Professor Bagriy-Shahmatov L.V.) and the Chair of Criminal Process and Criminalistics (headed by ass. professor Tishchenko V.V.). With reorganization of the Law Institute into Odessa State Law Academy in 1997 the Faculty of Prosecution and Investigation was renamed into Judicial and Prosecution Faculty and ass. Professor Miroshnychenko N.A. was appointed as its Dean. In October 2005 the Faculty was transformed into the Institute of Prosecution and Investigation (Director – Professor Miroshnychenko N.A., Vice-Directors – ass. prof. Smirnov M.I., ass. prof. Seleznev V.A.). The following Departmens are assigned to the Institute: Departmens of Criminal Process (the Head – Dr. Prof. Alenin Y.P.); Departmens of Criminal Law (the Head – Dr. Prof. Tulyakov V.O.); Departmens of Criminalistics (the Head – Dr. Prof. Tishchenko V.V.); Departmens of Criminology and Criminal Executive Law (the Head – ass. professor Dryomin V.N.); Departmens of Social Theories (the Head – Dr. Prof. Kormych L.I.); Departmens of Physical Training (the Head – Moroz I.V.).
The Institute has two specializations: - prosecution – educates specialists for prosecutor’s authorities (investigators and prosecutor’s assistants); - investigation – educates specialists for organs of the Ministry of Home Affairs, Security Service of Ukraine, Prosecutor’s offices (investigators).
Students of the Institute of Prosecution and Investigation are delivered the following special subjects: Theory of Evidences in Criminal Procedure, Qualification of Crimes against Person, Theory and Practice of State Accusation (Governmental Action), Issues of the day in combating against narcotizm, Directorate of public prosecutions during pre-trail stages, Counteracting Economic Crimes and Corruption, Investigation methodology for separate categories of crimes, Criminalistics Expertise, International Criminal Law, Judicial Control in criminal process, International cooperation in criminal process, Combating computer crimes, Counteracting transnational organized crime etc. Students of the Institute of Prosecution and Investigation participate in fire-arms training. Institute of Prosecution and Investigation became a prestigious organization department of the Academy; the level of matriculation competition has significantly increased. In 2006-2007 academic year 255 freshmen were enrolled for internal education, of which 165 students were enrolled according to governmental reservations of the Prosecutor’s General Office. Model agreements on special training were concluded with students. At present time over 1000 students from all regions of Ukraine (Autonomous Republic of Crimea, Kyiv, Odessa, Mykholaiv, Kherson, Dnipropetrovsk, Kirovograd, Cherkassy, Vinnica and Zhytomyr region) as well as foreign students are educated at the Institute of Prosecution and Investigation. State Examination Commission in 2000 was headed by the Head of the Supreme Court of Ukraine Boyko V.F., in 2001 – by the Deputy Head of the Supreme Court of Ukraine, candidate of legal sciences Malyarenko V.T., in 2002 – by the Deputy Head of the Supreme Court of Ukraine, Shevchuk P.I., in 2003 – by Prosecutor General of Ukraine, Piskun S.M., in 2004 – Deputy Prosecutor General of Ukraine – Kudryavcev V.N., in 2005 – Deputy Head of the High Council of Justice Isovitova L.P., in 2006-2007 – Prosecutor of Odessa region Galkin A.B.
