Extramural Faculty No. 2 of Odessa National Academy of Law is one of the main organizational, educational and scientific structural units of the Academy, aimed at giving higher legal education to the people who already have a higher education in the sphere other than law. The faculty was formed in June 2007 substituting the Faculty of Post-graduate Education.

The changes in the social and political life of the country and the process of formation of a law-based state in Ukraine set the new tasks to higher educational establishments as to the reformation of the system and improvement of forms and methods of high quality law students training.

Previously it was considered that a person could get a higher education once and for life and it was almost impossible to obtain the second higher education, particularly the juridical one. The practice proved that in the period of transition to and formation of a market economy it was necessary to build a different educational system – mobile and up-to-date, which would provide an opportunity for a professional to get a new qualification. In 2007 a new legal training system for those with other specialities was initiated by the rector of Odessa State (since 2000 – National) Academy of Law, Professor Sergiy V. Kivalov in the Southern region of Ukraine which allowed the administration to change the former conservative system of second speciality training.

Ivan M. Syrota, Candidate of Law, Associate Professor was appointed the first dean of the Second Higher Education Faculty. From 1997 till 1999 I.M. Syrota worked as dean of the faculty, from 1999 till 2001 he took up the position of the dean of the Faculty of Extramural and Post-graduate Education and from 2002 till 2004 he worked as dean of the Post-graduate Education Faculty of Odessa National Academy of Law. In 1996, I.M. Syrota obtained the academic rank of Professor, and in 1999, he was awarded the title of “The Honored Lawyer of Ukraine”. He is the author of over 150 scientific works, including monographs, textbooks and guidelines. Three works of I.M. Syrota are awarded the prize of the Lawyers Association of Ukraine.

From 2004 to 2005 the Post-graduate Education Faculty was headed by S.O. Stefanov, Candidate of Law, Associate Professor of the Criminal Penal Department.

Since September 2005 Borys A. Perezhnyak, Associate Professor, Candidate of Law was appointed dean of the faculty. During the period of his management the work aimed at the development of new forms and methods of training lawyers by means of the second higher education as well as the improvement of the faculty structure was intensified. A range of new educational plans and manuals meeting modern requirements of the legal science and practice were prepared by the staff of the faculty.

In June 2007, the Post-graduate Education Faculty was reorganized into the Extramural Faculty No. 2 of Odessa National Academy of Law by the June 11, 2007 Order of the Academy and according to the requirements of Bologna Declaration with the purpose of improvement the system and raising the standards of education of specialists, who seek the second higher education. The decision primarily affected the educational centers and faculties located outside the main seat of the Academy and took into consideration the growing requirements for the quality of theoretical knowledge and practical skills of graduate lawyers.

This resolution opened a new page of the faculty’s history and allowed shifting to the training of lawyers with new specialities and the Bachelor, Specialist and Master’s qualification levels.

Among the students of the faculty there are a lot of people who already work at state bodies, municipal self-government institutions, courts, law-enforcement agencies, customs offices, state tax service units as well as those who are engaged in the sphere of private business. In the recent period, the teachers, who read the subject “The fundamentals of law” at secondary schools, gymnasiums, lyceums, colleges faced the necessity to get the second higher legal education.

Every year about 300 students get the higher legal education degree at the faculty.

Training in three specialities (state administration and international legal relations; civil law; prosecution and investigation) is organised at the faculty.

The academic process includes both class work and students self-study.

Since the first years of the foundation of the Second Education Faculty the management of Odessa National Academy of Law, and in the first place its President S.V. Kivalov, paid special attention to the formation of the academic staff.

The lectures are read and the seminars are conducted by leading educationalists of the Academy.

Komakha, V.M. Dryomin, M.I. Pashkovsky and others.

In different years legal practitioners, who successfully combine theory and practice in the educational work both read lectures and supervise writing of diploma works. They are: V.K. Irtegov, head of the Southern regional Military Court, General-major of Justice; S.K. Mogil, deputy head of Odessa region Administrative Tribunal, Candidate of Law; M.M. Lyesogorov, head of the Main office of the Ministry of Justice in Odessa region; O.A. Kozhemyakin, judge of Odessa Appellate Court; S.V. Albul, head of the Criminal Investigation Department in Odessa port of the Ministry of Internal Affairs in Odessa region Main Office; O.G. Zhuravlyov, judge of the Military Appeal Court and others.

Special courses were developed and are delivered by the educators of the Academy with regards to specific features of the three specialities. They deal with the actual problems of juridical science and practice, in particular: “Policy in the sphere of criminal law of Ukraine”, “International private law”, “Municipal law of Ukraine”, “Tax law of Ukraine”, “Law of European Council”, “Investment law”, “Intellectual property law”, “Realization and guarantees of the right to land ownership in Ukraine”, “Principles of criminal investigation” and others.

The term of training at the faculty comprises 2 years and 8 months organised on the in-service principle. The curriculum is based on the programme for the extramural department students. The tuition is payable either by the company which ordered the training of the future specialist or individually by the student. The applicants become the fourth year students after the interview and enrolment.

In the recent decade, the faculty is justly regarded as one of the most popular and reputed units of the Academy. High quality professional training of the students, well-organised and timely information of the latest achievements of legal science and practice, experience of courts and law-enforcement agencies, legal offices of executive and self-government bodies became an obligatory part of the educational process. The students’ requests as to the content of educational programmes and courses, surveys of students opinions regarding positive and negative sides of the educational process organization are under close supervision of the faculty’s management which frequently initiates innovations.

In June 2007, more than 260 graduates obtained Bachelor of Law diplomas including 41 with honors.

Since the foundation of the Academy the faculty has expanded due to the opening of its branches and educational centres in many regions of Ukraine - in the Crimea (Simferopol), on the west of Ukraine (Chernivtsi), on the bank of the Dnieper (Cherkasy), in the coal-mining area of Ukraine (Kryvyi Rig and Nikopol) and in the city of ship-builders - Mykolayiv. About 1,200 students take their course at the faculty today.

The faculty is proud of its graduates who now occupy leading positions in political, juridical and business organizations of our state. Among them are: M.M. Karmazina, chief of the statistic and analytic department of the Supreme Administrative Tribunal of Ukraine; O.I. Farafonova, head of Kryvyi Rig branch of the Industrial and Civil Builders’ trade union; N.I. Ilyenko, chief economist of the department of planning and development of the Ministry of Finance of Ukraine; T.S. Obydenna, deputy mayor of the city of Nikopol; E.A. Buryak, manager of Ust-Dunaysk sea port; A.G. Krasovska, director of the affiliated company “Ukrainian institute of industrial property” (Ukrapatent); V.V.Iyeremiya , executive director of Chornomorsky construction Foundation of the Russian Orthodox Church; V.V. Sokyrko, deputy chief of Yavorivska customs office; S.A. Teutulyak, chief state tax inspector in the city of Chernivtsi; V.F. Balan, deputy chief of the anti-corruption department of Odessa regional Organised Crime Prevention Agency (OCPA); A.P. Kvasha, chief of the border check-point “Velykomikhaylivska”; V.G. Rodin and V.S. Mastyuga, deputies of Odessa municipal council.

The success the faculty achieved in training of highly qualified lawyers is largely the result of the efforts of the dean’s office staff, namely Svitlana V. Mazurenko, deputy dean, Candidate of Law, Associate Professor; Ganna M. Smolyakova and Tamara I. Grybinyk, teaching methods specialists; Petro A. Kravchenko, laboratory assistant; Maryna V. Retraining and advanced training of the law enforcement bodies’ officials are the new trends in the educational work of the faculty. Over 100 students get the second specialty or the second higher education at the faculty yearly. The faculty has been dealing with retraining since 1997. Over 300 persons have been retrained during the five years.

The system of the education at the faculty is well thought, the lectures are well combined with the students’ self-instruction, series of tasks are thoroughly selected, the themes for course and graduation papers are connected with the students’ wishes and places of their work.

The teaching work at the faculty is performed by the President of the Academy S.V. Kivalov, acting pro-rector A.I. Pankov, the first pro-rector Yu.Ye. Polyansky, pro-rector M.O. Baymuratov, professors Yu.P. Alenin, Ye.V. Dodin, L.I. Kormych, M.P. Orzikh, O.O. Pogribny, I.M. Sirota, Ye.O. Kharytonov, Yu.S. Chervonyy, assistant professors Yu.M. Oborotov, L.R. Bila and others.

Davydov (Head of the Department of Kryvyi Rig City Executive Committee), Ye.I. Rekaykin (Odesa Regional Justice), A.V. Krusyan (Military Prosecutor’s Office).

Krivoi Rog, affiliate NLAOEstablishment of this training for juridical personnel in the south of Ukraine allowed to change the approach to getting higher education which was too conservative. A person got higher education once for life and to get any other higher education especially in law was quite difficult. It was necessary to prove that one needed it, and that it was impossible to find any job by profession which one got in the higher educational institution earlier (i.e. health problems or no job of such type at an enterprise). Other cases of retraining were allowed in case if an employee held his position without special training. As life proved, it was necessary to have another system of education in the conditions of the market economy – a mobile one, when the specialist could have a possibility to get a new qualification. The persons having higher education in other branches enter the faculty. The students of the faculty work in various fields of law.

Traditionally there are many students at the faculty working in the internal affairs offices, state agencies, elected as the deputies of different levels. Recently the teachers lecturing on jurisprudence at schools, colleges, Lyceums felt the necessity to get a higher education in law.

Òhe term of the post-graduate education is 3,5 years. The form of the education is an external one, according to a contract. Two types of contracts are used – a special one: at the expense of the enterprises and individual one: at the expense of the individuals.

Since the establishment of the Law Academy, the faculty has developed regionally by means of affiliating educational centres in the most regions of Ukraine. The Academy has its centres in the Crimea and in the west of Ukraine in Chernivtsy, on the banks of the Dnieper in Cherkasy, in the mining basin of Ukraine – Kryvyi Rig and in “the shipbuilders’ city” Mykolayiv. Over 2,5 thousand of students study in the centers without discontinuing work. The educational process is performed by the teachers of the academy and the educational centres. In 2001 the educational centres of Kryvyy Rig and Mykolayiv got new premises which are at the balance of the Law Academy. Each center has its library with text- and method- books.

Active support to the centers is performed by the departments of the academy dealing with method support of the educational process, conducting demonstration lessons and attestation of the teachers for the educational and advisory centers.

From 1997 Professor Ivan Mikhaylovych Sirota has headed the faculty. He is a skilled lecturer having great experience in teaching and administrative work in the higher educational institution. Over 100 scientific papers have been written and published by him including monographs, manuals, textbooks and scientific articles. He is one of the authors working out a new branch of law such as social security of the population. Three times his manuals were named by the Lawyers Union of Ukraine the best juridical publications.
