In 2007 the cooperation with the foreign partners became more oriented on long-term contractual relations. Thus the Academy signed cooperation agreements with the Russian Academy of Humanitarian Education (the Russian Federation); Lublin Catholic University (Poland); Salzburg University (Austria); Yeditepe University (Turkey).

Within the frame of cooperation the Academy and its foreign partners prepare the publication of monographs, textbooks and manuals, elaborate agenda for joint research projects, exchange the outcomes of research, participate jointly in governmental and international educational programmes, etc.

Within the period of 1998-2002 the Academy participated in the projects initiated by the US Ministry Institute of Justice and the US National Institute of Justice. In 2002-2004 the Academy was one of the parties of the TACIS project for Legal Studies: Kyiv and Selected Regions (EuropeAid/119/C/SV/UA). Within the frame of IREX “Contemporary Issues ”  IREX project in partnership within the American University (Washington, D.C.) the teaching staff and research fellows of the Academy study the American experience in legal regulation of business and commercial activity and the role of government interference in commerce. Cooperation with the Transnational Crime and Corruption Centre at the American University (Washington, D.C.) resulted in the creation at the Academy of Information and Analytical Centre for Combating Organized Crime. Several law firms from Israel and Switzerland provided scholarships and funding for training abroad for several groups of students from Academy.

One of the top priorities for the Academy is integrating into the common educational European space. In 1997 immediately after its foundation the Academy introduced teaching of EU Law. The same year the Institute of European Law was established as a structural unit of the Academy. Since 1998 the Academy has been member of the European Universities Association.

In 2002-2004, the Academy was a participant in the TACIS programme for Leagal Studies: Kyiv and Selected Regions EuropeAid/1119/C/SV/UA.

In 2002 the Institute of Professional Judges Training was set up at the Academy following the European model of training judges.

In 2003 a Resource Centre for European Law studies was created. In the same year the Academy signed Memorandum with three higher schools recognized leaders in training specialists in EU Law, promoting cooperation and developing stable educational infrastructure.

In 2004 the European Law and Comparative Law department was created. 2004 was also marked by another outstanding event. Odessa National Academy of Law signed the Magna Charta of European Universities. By October 2007 the Academy had partnership relations with 74 foreign higher educational institutions, including 35 European Universities.

In the process of studying and teaching EU Law and implementing the programme aimed at integrating into European educational space, the teaching staff and research fellows of the Academy try to benefit from the experience of Ukrainian and foreign partners within the TACIS project for Legal Studies: Kyiv and Selected Regions EuropeAid/1119/C/SV/UA (hereinafter referred to as the Project), funded from the EU budget. The purpose of the Project is in-depth familiarization of the teaching staff with EU legislation and informing the civil servants with EU law to ensure bringing Ukrainian legislation in conformity with EU law. Alongside Odessa National Academy the Ukrainian parties to the project are the Institute of International Relations at Kyiv T. Shevchenko National University; the faculty of Law and Economics at Donetsk National University; the Law faculty of Lviv I. Franko National University.  The foreign partners include leading institutions of legal education from the EU member states, such as Belgium, Greece, France and Poland, as well as the Russian Federation.

The long-term and short-term objectives for the Project, set forth by successfully achieved. The lectures and professors of the academy improved their knowledge of EU law and were granted Certificates by the European Commission Office in Ukraine and the Ukrainian ministry of Education and Science.

Members of the managerial staff of the Academy were trained in drafting business plans, educational marketing and PR methods and also received Certificates from the European Commission Office in Ukraine.

The Project funded partially the publication of 25 manuals in EU Law by foreign and Ukrainian authors.

A separate activity in line with integrating into European educational space is the work of the Academy branches abroad.

 

 

The Bulgarian branch of Odessa National Academy of Law was opened in Plovdiv following the approval of the Ukrainian Ministry of Education and Science of, dated June 29, 2000, and the Resolution of the Academic Council of the Academy, dated September 25, 2000. In October 2003 the Branch was transferred to Sofia, following the Resolution of the city Council of Sofia municipality, dated October 13, 2003. According to this Resolution the municipality of Sofia allocated buildings as classroom and office space. The Bulgarian branch exercises its activities as a non-profit educational institution.

In October 2005 the Academy signed Agreement with the International Law University on cooperation and management of educational services. The International law University is a legal entity, operating on the basis of Bulgarian legislation and authorized to develop and implement educational programmes, manage educational activities and render consulting in the sphere of education by correspondence and other forms of training students, stipulated by the Curriculum, designed for training Bulgarian citizens and other persons, residing on the territory of Bulgaria. The programmes are designed to grant Bachelor, Specialist and Master of Law degrees. The International Law University has been registered as a  non-profit educational institution according to the decision of the Sofia Municipal Court, dated October 21, 2005. The University has contractual relations with other higher educational institutions of Bulgaria offering education in the sphere of law and economics.

In 2002 an Academy branch was also created in the city of Tiraspol in Transdniestria, accounting for the fact that many ethnic Ukrainians live permanently on its territory. The branch was established on the basis of Agreement between the Academy and Transdniestria and the Decree of the Ukrainian Ministry of Education and Science, dated July 20, 2002. Training of students in the Tiraspol branch is provided by the teaching staff of the Academy and local lecturers. Classes take place in the renovated buildings with all modern facilities.

Teaching at the Bulgarian and Tiraspol branches is carried out in accordance with the regular curriculum of the Academy for correspondence courses. The course of studies lasts 6 years. Upon completion of the course the students, who pass the state exam and defend their Diploma papers at the Academy, receive their Degree and Diplomas in the Ukrainian and English languages, approved by the authorized government bodies as Diplomas for foreign students in Ukraine.

In 2007 the total number of students in Bulgarian and Tiraspol branches comprised 162 persons studying by correspondence and by distance learning. Teaching is provided by the teaching staff working at the Academy part-time or on the basis of by-the-hour payment. The level of instruction is very high since the staff includes 9 professors, 16 Doctors of Law, 1 Doctor of Economic and 1 Doctor of Historical Science.
