Masters Training Department of the Government Service

Masters Training Department of the government service of Odessa National Academy of Law was founded in 1996 having the principal objective of training legal specialists, who, on the basis of special knowledge and skills obtained are able to develop new knowledge and apply it to solving challenging professional tasks which arise in different branches of national economy. In the situation of the ongoing administrative reform in Ukraine, the matters related to government service acquire new importance being in fact “an important tool” of human and civil rights and liberties protection. It is through the government service that the activity of the state and operation of the state machinery are carried-out. The state bodies efficiency largely depends on the condition of government service; in other words, the future of the state and of the society itself, to a great extent, depends on the effective work of government service. That is why the staff regard the creation of professional, highly qualified, stable and competent government and municipal service and training of “highly qualified management elite” as a cornerstone of their work. The Academy concluded a general contract with the Chief Administration Board of government service of Ukraine for the training of Masters of Government Service in the speciality “Legal support” on the basis of the full-time and correspondence forms of education. Taking into account the fact that educational establishments did not train the new generation professionals for law-enforcement agencies, which specialise in economic crime prevention and provide the economic security of the state, i.e. the prosecutor’s office, Security Service (SBU), Economic Crime Prevention Office of the Ministry of Internal Affairs, tax police - the training of Masters in the speciality “Economic security” has begun since 2001 on the basis of the full-time form of education. The key objectives of the educational process at the Masters Training Department lie in the organization of harmonious and well-balanced teaching of fundamental and applied subjects in three basic directions: legal, economic and specialised. Mastering the above subjects is consolidated by practical training and will allow the graduates to get the qualification potential required for the performance of various functions ensuring the economical security of the state. 634 students graduated from the Masters Training Department of the government service of Odessa National Academy of Law Since 1997, including 105 students who graduated in 2007, both of full-time and correspondence educational forms; 73 of them received the Master degree with honours. At present 174 students follow a course at the Masters Training Department, the vast majority of them being directed to ONLA by the central and municipal administrative bodies, law-enforcement and customs agencies, bodies of local self-administration. The programme provides for the profound study of such subjects as Government service, State administration, Law, Politology, Economy, Social policy, General pedagogics and psychology, Information technology, Accounting and expertise, Financial analysis, Privatization, Fundamentals of audit, Tax law, “Revision and control. Each subject consists of several modules. Special importance is attached to training in foreign languages. In 1997, Professor A.I. Pankov coordinated the work of the Masters Training Department succeeded in 1998 by Associate Professor of Administrative and Financial Law Department L.R. Bila. Since 2000, Candidate of History, Associate Professor of the History of State and Law Department, Honored Educationalist of Ukraine K.M. Vitman, heads the department. In 2006 he was awarded an honorary badge “For conscientious work” by the Chief Administrative Board of government service of Ukraine. In June 2002 the Chief Administrative Board of government service of Ukraine together with the Masters Training Department organised and held a scientific practical conference “Adaptation of legislation, legal norms and provisions of the national system of training, retraining and qualification improvement of public employees and officials of local administration of Ukraine to the European Union requirements” with the aim to work out drafts of relative legislation. The staff of the Administration of the President of Ukraine, Cabinet of Ministers of Ukraine, Chief Administrative Board of government service of Ukraine, representatives of regional state administrations, members of scientific and methodic board of the Chief Administrative Board of government service of Ukraine, coordinators for masters training (specialty “Public service”), masters training departments (speciality “State administration”) of a number of higher education institutions, directors of retraining and qualification improvement centers of public officers, managers of state-owned enterprises, institutions and organizations and university educators took part in this conference. Relevant recommendations and theses to the draft of the Concept of the Law of Ukraine “On the system of training, retraining and qualification improvement of public officials”, the draft of Concept of raising the level of training and qualification of public officers and local administration officials were developed and adopted by the conference. Bila, Associate Professor K.M. Vitman, Associate Professor S.D. Podlinyev, Associate Professor N.V. Varyeshkina, Associate Professor N.P. Gavrysh, Associate Professor O.M. Obraztsova, Associate Professor L.V. Nyzhnikova, Associate Professor O.I. Sushko, Associate Professor L.K. Tsaryova, Associate Professor N.O. Bondarenko, Associate Professor I.O. Kartuzova, Associate Professor O.V. Todoschak, Associate Professor N.A. Orlovska, Associate Professor S.L. Yemelyanov, Associate Professor V.M. Dryomin, Associate Professor M.M. Shulga, Associate Professor O.I. Bedny, Associate Professor I.K. Zalyubovska, Associate Professor A.S. Nesterenko, senior lecturer V.A. Babenko, senior lecturer F.S. Iskenderov. The graduates of the Masters Training department work at the Secretariat of the President of Ukraine, Cabinet of Ministers of Ukraine, Security Service of Ukraine, General Prosecutor’s Office of Ukraine, regional and military Prosecutor’s Offices, regional offices of the Ministry of Justice of Ukraine, Ministry of Education and Science of Ukraine, State Tax Administration, Chief Administrative Board of government service of Ukraine, Central Administration Board of the Pension Fund of Ukraine, regional offices of the Ministry of Internal Affairs of Ukraine, State Customs Service, local and regional courts, local bodies of state administration and self-administration. Notable public and state figures can be found among the graduates of the department - Grygoriy M. Drok, head of the Central Judicial administrative board in Kirovograd region; Olena P. Kytayska, head of the Central Board of labour and social policy in Odessa region; Yuliya G. Fayer, judge of Odessa regional Administrative Tribunal; Oleksandr V. Chudny, head of the Ministry of Justice Central Office in Kirovograd region; Larysa S. Yershova, head of Odessa regional judicial administration, etc.
