The Law College
Director of the Law College, militia major general, Candidate of Law, Associate Professor Stanislav D. PODLINYEV
The Educational Complex of Higher and Vocational Training Institutions was launched by the Decree of the Ministry of Education in August, 1997 on the basis of the ONU Law Institute and Vocational Training School ¹ 1.It was the first educational institution of such type in Ukraine. Odessa State Academy of Law was established by the Decree of the President of Ukraine dated December 2, 1997 and the vocational school became part of it. Thus, anticipating Ukrainian integration into European educational space, the President of Odessa National Academy of Law Academician S. Kivalov formulated the new priorities in training highly qualified lawyers for their practical activities. In April, 1998 by the Resolution of Academic Council of the Academy the Law School was launched on the basis of Vocational Training school ¹ 1 which was included in the educational institution of the Academy as its structural unit. It was aimed at early professional orientation of the students, realization of multi-staged education principles meeting the state and regional demand for skilled professionals and the expansion of the content of the training process. The Regulation on the College’s activities was ratified at the Academic Board Meeting, coordinated with the Department of Education of Odessa Regional State Administration and approved by the Ministry of Education of Ukraine. In January, 2006 according to the Law of Ukraine on Higher Education and the provisions of “The National Doctrine of the Development of Education in Ukraine in the 21st century” the Law School was transformed into the Law College aimed at high-grade improvement of the level of training. The Law College is an educational structural unit of the Academy, training specialists with incomplete higher education in the field of “jurisprudence” and with the qualification of “Junior specialist” on the basis of general secondary education. The term of studies in the Law College is three years. Training of junior specialists is funded from the state budget and from other sources. Students are admitted to the Law College is realized by the results of entrance examinations. There is only day-time form of education at the College. The teaching process is exercised on the basis of the Concept of Education at the Law College which ensures training of highly professional specialists. Retired militia major general, Candidate of Law Associate Professor, Stanislav Podlinyev is Director of the Law College. He had been working on different positions in the law-enforcement bodies, beginning from a detective to the Chief of Regional militia and retired as a militia major general. He was awarded the order of Labour Red Banner, Honoured Militia Officer badge and fifteen medals. He is the author of numerous research works and manuals. All the facilities, equipment and resources of the Academy are at the disposal of the students of the Law College, the teaching is performed by the professors and lecturers of the Academy. Among 51 teachers there are 3 Doctors of Law, 18 Candidates of Law, 7 senior lecturers, and 7 lecturers. This fact ensures high standards of teaching and learning. During the entire period of the existence of the Law College a number of prominent scholars from Odesa National Academy of Law have been teaching there, for example Head of the Department of Maritime and Customs Law, Professor E. V. Dodin; Head of the Department of Philosophy, Professor O. A. Ivakin; Head of the Theory of the State and Law Department, Professor U. M. Oborotov; Head of the Constitutional Law Department, Professor M. P. Orzikh; Head of the Department of International Law, Professor M. U. Cherkes. The teachers of general educational disciplines at the Law College are highly qualified. It should be stressed that in 2006 the teacher of Mathematics T. M. Pereverzyeva was awarded the Certificate of Honour by the Governor of Odessa Region. The deputy director,teacher of Ukrainian language and literature N. T. Brovko was awarded the Certificate of Honour of the Ministry of Education of Ukraine and was nominated for a title of a Prominent Educationalist of Ukraine. All the teachers have University degrees in relevant fields. All these facts make it possible for the first-year students to demonstrate wonderful achievements in different branches of knowledge and win regional and international competitions. Thus, in 2004 the student of the Law College won the first prize at the International Contest of the Ukrainian Language named after Petro Yatsyk, in 2001-2006 the students of the Law College became prize-winners at the competitions in the English language. The year 2006 became the “golden” year for the Law College: the students won at the Regional competition in Chemistry, Biology and Foreign Literature and received the certificates. For the organization of the academic process the College has 6 study-rooms, 2 lecture-rooms, 3 laboratories, a gymnasium, a computer room. Besides, the college students use specialized lecture-rooms and laboratories, a stadium, a shooting-gallery. The educational premises (total area 800 sq. m in 33 Fontanska doroga) are assigned to the College. The students of the College use specialized lecture-rooms for constitutional, civil, business law, a court-room and a laboratory of criminalistics. For educational purposes the students use the library with over 300.000 copies of the latest editions of textbooks, manuals and fiction and over 2.000 periodicals. The publishing house uses modern printing equipment. The students have access to computer informational networks “The Law”, “The Verkhovna Rada”, “The League” and to the Internet which has the Law College official website. The reading hall of the library accommodates 300 people. It is open till 10 p. m. daily including the weekends making it possible for the students to get a book or information they need any time. The stadium, the gyms, the shooting gallery, the indoors court, the boat station are equipped with all necessary sport facilities meeting international standards. Owing to the excellent sports facilities and to the highly-skilled Physical Training instructors, either Masters of Sports or Candidates for Masters of Sports, the students of the Law College become prize-winners at the international, city and regional tournaments and competitions (O. A. Avanesov – in karate, V. K. Khachanov – in judo, D. V. Velykodny – in sport dances). Thus the Law College has created excellent conditions for the high quality education, sports and recreation of its students. During the recent years the teaching staff has developed perfect methodological and guidance manuals to facilitate the junior specialists’ (lawyers) training. All the teachers, involved in junior specialists’ training, take part in elaborating the teaching methodology. Within the recent 5 years the professors and lecturers employed at the College have published: 9 monographs; 6 textbooks; 33 educational manuals; 91 methodological recommendations and 314 articles. The periodicals in all academic disciplines taught at the College, are available at the library. The Academy’s library book-stock of more than 300.000 copies is of great help to the teachers and students of the College In 2001 - 2007 the Law College trained 279 students; 115 graduated with honours. The Law College also trains foreign students from different countries such as Mongolia, Russia, Belarus, Armenia, China, Korea, Vietnam and others. After the graduation from the Law College many of its students were admitted to different faculties of Odessa National Academy of Law at their own choice. They were given the opportunity to become second-year students. During the period of studies at ONAL all the Law College graduates proved themselves to be gifted students with high intellectual potential, demonstrating profound knowledge not only in the field of jurisprudence but also in political science, history, philosophy, etc. Due to this fact many of them easily found jobs at the law-enforcement bodies, prosecutor’s offices, notary offices and in courts, while others went to teach at higher schools (N. M. Uzun, M. A. Stoyanov, N. O. Baadgi). Some College graduates began practicing law immediately after the graduation and became quite successful lawyers. Thus, R. O. Kravchuk works as a chief lawyer at a private company, O. O. Misik is a lawyer of Prymorsky District State Administration, O. A. Spivak has a position of the Head of the Trade Administration Department of Odesa City Executive Committee. The establishment of the Law College of ONAL is a step towards a multi-staged dynamic system of specialists’ training. Implementing the system of training highly qualified lawyers, the Law College addresses the needs of modern society.
