With the aim of promoting further comprehensive development of legal science, increasing the efficiency of research in the field of law, and coordinating the activities of scientific institutions and higher educational institutions of legal profile in developing scientific problems of vital importance for the development of the Southern region of Ukraine, the Southern Regional Research Center (SRRC) of the National Academy of Legal Sciences of Ukraine was established by Decree of the President of Ukraine No. 635/2010 on May 21, 2010, on the basis of the National University "Odessa Academy of Law."
The activities of the Southern Regional Research Center of the NALS of Ukraine (hereinafter — SRRC), as a structural subdivision of the National Academy of Legal Sciences of Ukraine, extend to the Southern region, which currently includes Kirovohrad, Mykolaiv, Odesa, and Kherson regions.
Currently, the SRRC staff includes: Academician S. Kivalov — Chairman; Cor. Mem. Ye. Streltsov — Scientific Secretary; Corresponding Members: Yu. Alenin, N. Holubieva, V. Driomin, A. Kryzhanivskyi, O. Podtserkovnyi, V. Tuliakov, O. Kharytonova, Ye. Kharytonov, and H. Chanysheva.
Since 2013, the SRRC has been developing the research topic No. 86/16 "Current Trends in the Development of Legal Science for the Further Development of the Regions of Ukraine," approved by the Bureau of the Presidium of the National Academy of Legal Sciences of Ukraine on October 18, 2013. Since 2019, it has been developing the research topic No. 148/3-B "Regional Legal Science: Continuity and Modernization," approved by the Bureau of the Presidium of the NALS of Ukraine on October 19, 2019. From September 2025, it is developing the research topic No. 234-2B "The Role of Legal Science in Improving the National Legal System within the Framework of Global Partnership and Euro-Integration Development of Ukraine," approved by the Bureau of the Presidium of the NALS of Ukraine for 2025–2030.
Since 2014, the Southern Regional Research Center of the NALS of Ukraine has been publishing a peer-reviewed scientific journal, "Herald of the Southern Regional Center of the NALS of Ukraine."
Members of the SRRC participate in the work of: the Commission on Legal Reform under the President of Ukraine, the Scientific Advisory Board under the Chairman of the Verkhovna Rada of Ukraine, the Constitutional Commission, the National Research Foundation of Ukraine, and scientific advisory boards of higher courts and law enforcement agencies.
The SRRC conducts its activities in the following primary areas:
- development of academic legal science;
- participation in legislative (norm-setting) activities;
- improvement of the educational process in higher educational institutions of Southern Ukraine;
- cooperation, including the provision of expert evaluations and scientific-practical consultations; collaboration with government authorities, local self-government, judicial and law enforcement agencies, etc. The SRRC also fulfills orders from the aforementioned structures for developing the foundations of state scientific policy and conducting expert examinations of draft state decisions and programs.
In general, the scientific potential of the SRRC is aimed at addressing the most urgent priority tasks facing Ukraine and its Southern region in the field of law, primarily regarding the tasks and functions of law under martial law and the post-war recovery of Ukraine.
Scholars – members of the SRRC – work diligently to strengthen and develop the independence of our state, develop legal science, ensure legality and public order, and strive to improve legal education in Ukrainian society.
