Admission to the National University "Odesa Law Academy" for foreigners and stateless persons is carried out in accordance with Ukrainian legislation:

  • The Laws of Ukraine "On Higher Education," "On the Legal Status of Foreigners and Stateless Persons," "On Foreign Ukrainians," "On Refugees and Persons in Need of Additional or Temporary Protection";
  • Resolutions of the Cabinet of Ministers of Ukraine No. 729 from 12.09.2018 and No. 758 from 28.06.2024;
  • Orders of the Ministry of Education and Science of Ukraine No. 1541 from 01.11.2013, No. 1498 from 02.12.2019, and No. 168 from 10.02.2025.

Special conditions: Citizens of the Russian Federation, Iran, Belarus, and North Korea who do not have permanent residence permits in Ukraine can only be admitted with an individual permit from the Ministry of Education and Science of Ukraine.

Admission of foreigners can be done either in person or remotely.

Transfer of students and reinstatement can take place during summer or winter breaks.

Admission Procedure

1. Preparation of Documents and Registration

Applicants must prepare and upload the following documents via the website apply.studyinukraine.gov.ua:

  • Passport or document proving identity (with a Ukrainian translation and notarised certification);
  • Educational document and its appendix (with legalisation – apostille or consular certification);
  • Photo (color digitised face image).

2. Submit Application and Pay Service Fee via the website apply.studyinukraine.gov.ua:

3. Document Verification by the University

After the verification, a decision is made on the possibility of enrolment. An educational offer is sent to the applicant.

4. Receive Invitation for Studies

Upon acceptance of the educational offer, an electronic invitation is issued, which is valid for 6 months. Upon request, a hard copy of the invitation can be sent to the applicant or their representative.

5. Visa Application

Applicants need to contact the Ukrainian embassy in their country.  The list of documents and the application procedure can be found on the website of the Ukrainian Embassy in your country.

6. Entrance Examinations (In-person or Remotely)

Foreigners who take the exams remotely must send legalised and notarised copies of their educational documents and 2 3*4 photographs by post.

Entrance exams in a remote form are conducted with video recording.

To be enrolled, a foreign applicant fills in and sends an application form to the email address of the International Relations Department of the University: international@onua.edu.ua an application form (the form is available here).

7. Arrival in Ukraine (for full-time study)

Information about the applicant's arrival in Ukraine must be entered into the electronic system https://apply.studyinukraine.gov.ua/ and sent to the email address of the University's International Relations Office: international@onua.edu.ua

Documents required for arrival in Ukraine:

- a passport document of a foreigner or a document certifying a stateless person with a visa to enter Ukraine

- a document and an appendix to the document on the previously obtained educational (educational qualification) level, on the basis of which admission is made, or an academic certificate issued by a foreign/Ukrainian educational institution. A document issued abroad must be legalised (apostilled or consularly certified) and translated into Ukrainian and notarised.

- A medical certificate confirming the possibility of studying in Ukraine, issued no later than two months before entering Ukraine;

- an insurance policy with emergency medical care (except for foreigners who come from countries with which Ukraine has concluded an agreement on free emergency medical care)

- 8 3*4 photographs

During the first semester, foreign educational documents must go through the recognition process in Ukraine. If recognition is denied, studies will be terminated.
