Admission of foreigners and stateless persons to study at National University ‘Odesa Law Academy’ (hereinafter – the University) is carried out in accordance with the Laws of Ukraine ‘On Higher Education’, ‘On the Legal Status of Foreigners and Stateless Persons’, ‘On Foreign Ukrainians’, ‘On Refugees and Persons in Need of Additional or Temporary Protection’, by the Decrees of the Cabinet of Ministers dated September 12, 2018, No 729 ‘Some Issues of Obtaining Higher Education by Some Categories of People’, by Order of the Ministry of Education and Science of Ukraine dated November 1, 2013 No 1541 ‘Some Issues of the Organization of the Admission and Training (Internship) of Foreigners and Stateless Persons’ registered with the Ministry of Justice of Ukraine on November 25, 2013, № 2004/24536, by Order of the Ministry of Education and Science of Ukraine dated December 2, 2019 No 1498 ‘On Defining Quotas for Obtaining High Education by Foreigners and Stateless People within Government Order and according to International Agreements of Ukraine’ registered with the Ministry of Justice of Ukraine on February 10, 2020, № 153/34436.
The citizens of Russia and Belarus without permanent residence permit in Ukraine are admitted to the University with the individual permission of the Ministry of Education and Science of Ukraine.
Foreigners and stateless persons (hereinafter - Foreigners) may obtain higher
education at the expense of individual and/or legal entity, unless otherwise provided by international agreements of Ukraine, the consent to be bound by the Verkhovna Rada of Ukraine, laws or agreements between higher education institutions on international academic mobility.
Foreigners who come to Ukraine for study, enter the University on accredited Bachelor’s or Master’s educational programs (specialties) within the defined time by the Ministry of Education and Science and according to the admission rules of the National University ‘Odesa Law Academy’.
Enrolment of foreign applicants to obtain higher education is carried out on the basis of entrance examination as well as on the basis of academic rights for continuing education that is proved by a document on the level of education in the country of origin which gives the right to continue education at the appropriate level of higher education in accordance with the legislation of the country issuing the document about the acquired level of education.
Changing of the educational program or reenrolment is carried out during summer or winter holidays.

How to get an invitation?
To get an invitation the applicant should send to the email of the International Department of the University (international@onua.edu.ua) the scanned copy of:
- passport;
- documents of the previously obtained level of education with all the grades (points) or academic record;
- consent to personal data collection and processing

The Admission Committee considers all the applicant’s documents according to the admission rules of the University depending on the applied level of education and speciality (educational program).
The University sends electronically registered invitation to the foreigner or a person representing them to get ready for entering Ukraine for studying process.
The invitation is valid no more than 6 months since the date of its signing.
The University defines the terms of invitation validity taking into consideration the Enrolment Requirements approved by the Ministry of Education and Science, the length of educational programs, scientific programs, academic mobility programs, language training programs, trainings, preparatory faculties and departments.
Arrival in Ukraine
The citizens with visa entry procedure must submit all the documents for obtaining visa type D (student visa) to Ukrainian Embassy (consular office) in their home country. The invitation from the University (original) must be submitted to the Embassy (consular office).
The visa is approved within a month.
After obtaining visa type D the foreigner must send the following information to the International Department of the University: the date and time of the arrival, the chosen way and means of transport: international@onua.edu.ua
Admission to the University
The applicant to the University must submit an application in written form to the International Department of the University (office 207, 23 Fontanska road, Odesa).

The Following documents are required:
- previous education document (original and copy);
- supplement to the previous education document (original and copy);
- academic record issued by foreign/Ukrainian education body in case of reenrolment or readmission (available in the second year);
- previous educational program record (contents of the educational program, credits, length, academic performance), original and copy. This information is obligatory for applying for the Master’s program or postgraduate studies in case the supplement to the previous education document does not contain necessary information;
- a copy of the first page of the international passport of the foreigner which contains all personal details;
- health insurance unless otherwise is provided by the international treaties of Ukraine;
- 8 photos in size 30*40 mm;
- the copy of the Foreign Ukrainian Certificate (in case you have it).
The documents mentioned in paragraphs 1-5 must be translated into Ukrainian approved by a notary.
The documents mentioned in paragraphs 1-4 must be approved in the country of residence in the officially accepted way; certified and legalized by the corresponding foreign office of Ukraine, unless otherwise is provided by international treaties of Ukraine.
- The applicant should take an exam in the state language and other major subjects (depending on the chosen educational programme).
- The applicant should approve and legalize the foreign diploma in Ukraine within the first term of studies.
When accepting the individuals who submit an education document that was issued abroad, a procedure of recognition is mandatory in accordance with the laws of Ukraine. Basing on the recognition the University either extends the education course for the foreigner or expels them. The decision to expel the foreigner is made by the University and is completely predetermined by previous education document recognition.

Preparatory courses
The foreigners are admitted to the preparatory courses in case they have certificate of the completed secondary education issued abroad.
The applicant to the preparatory courses at the University must submit an application in written form to the International Department of the University (office 207, 23 Fontanska road, Odesa).
