On 10 December 2020, at the initiative of the Department of International and European Law of the National University "Odesa Law Academy", within the framework of the Jean Monnet module "EU as a Global Actor and Agent of Change", the All-Ukrainian Scientific and Practical Conference "Human Rights - a Priority of the Modern State" was held.

The event was held as part of the celebration of International Human Rights Day, which is celebrated at the suggestion of the UN General Assembly.

10 December was not chosen by chance. It was on this day back in 1948 that the Universal Declaration of Human Rights was adopted. Although the Declaration is of a recommendatory nature, it is the first universal human rights act that embodies ideals common to all people and nations.

The purpose of the Conference was to draw attention to the problems associated with the implementation of human rights and to discuss the most pressing aspects of human rights protection in Ukraine and the world. The key place in the organised discussion was occupied by the issues of human rights protection in crisis situations, under quarantine and restrictive measures, in criminal proceedings, protection of the rights of the most vulnerable groups, as well as international and regional human rights mechanisms.

We can safely say that the scientific discourse successfully united scholars, activists, law enforcement officers, lawyers, graduate students and senior students.

The opening of the event was attended by distinguished guests and representatives of the University, including:

Oleksandr Bignyak - Doctor of Law, Professor, Head of the Department of International and European Law of the National University "Odesa Law Academy";

Diarmuid Cunniffe - Head of the Odesa Office of the UN Human Rights Monitoring Mission / HRMMU in Ukraine;

Lebid Vitaliia Pavlivna - lawyer, lawyer at the Strategic Affairs Centre of the Ukrainian Helsinki Human Rights Union, lecturer at the Department of International Law and Comparative Law of the Kyiv University of Law of the National Academy of Sciences of Ukraine;

Tulyakov Viacheslav Oleksiyovych - Doctor of Law, Professor, Professor of the Department of Criminal Law, Vice-Rector for International Relations of the National University " Odesa Law Academy ", Judge ad hoc of the European Court of Human Rights.

Special gratitude is expressed to all participants of the All-Ukrainian Scientific and Practical Conference "Human Rights - a Priority of the Modern State" for their contribution to the discussion, in particular, for identifying problems related to the implementation of human rights and ways to solve them. Some educational institutions were represented by respected heads of departments:

Lagutina Iryna Viktorivna - Doctor of Law, Head of the Department of Labour Law and Social Security Law of the National University " Odesa Law Academy " (topic of the report: "The right to disconnect as one of the digital rights and the surge of telework during the COVID-19 crisis");

Lesia Maliuga - Doctor of Law, Head of the Department of Labour Law and Social Security of the Institute of Law of Taras Shevchenko National University of Kyiv (topic of the report: "Directions of the youth policy of Ukraine taking into account the challenges of the modern world");

Repetskyi Vasyl Mykolaiovych - Professor, Head of the Department of International Law of the Ivan Franko National University of Lviv (topic of the report: "Protection of human rights in the context of application of the concept of general and effective control in international law");

Teteriatnyk Hanna Kostiantynivna - Head of the Department of Criminal Procedure of Odesa State University of Internal Affairs, Lieutenant Colonel of Police, PhD in Law, Associate Professor (topic of the report: "The significance of contextual circumstances as elements of a crime in the investigation of certain categories of crimes").

The moderators of the scientific event were Malvina Grushko, PhD in Law, Associate Professor of the Department of International and European Law of the National University " Odesa Law Academy ", and Victoria Muzyka, Assistant of the Department of International and European Law of the National University " Odesa Law Academy ".

We congratulate the participants on their successful participation in the All-Ukrainian Scientific and Practical Conference "Human Rights - a Priority of the Modern State" and wish them further scientific achievements!

As a result of the conference, a collection of materials was published, which highlights the numerous human rights challenges faced by humanity in the first two decades of the 21st century, including the global warming crisis, the spread of coronavirus infection, terrorist activities of non-state actors and the development of automated weapons that do not require human control, etc. The collection is intended for researchers, lecturers, postgraduate students, law students, and legal practitioners.
