In the framework of the project TEMPUS IV «Supporting innovation byimproving the regulatory and legal framework for higher education inUkraine» (SpinOff) based on the Lund University (Sweden) in the period from 29 September to 1 October 2015 it was held the final coordinationmeeting, which was attended by representatives of the National University "Odessa Law Academy" - Vice-President, Vice-Rector forInternational Relations Tulyakov Vyacheslav A. and Head of Research ofthe Dmitry G. Mikhailenko.

The event took place in the presentation format, where eachinstitution participating in the project could report on the resultsobtained, the achievements and the basic directions of the furtherimplementation of innovation.

Speaking about the results obtained by the National University "OdessaLaw Academy", Professor Tulyakov invited the two presentations.

The presentations were aimed at demonstrating the legislativeproposals and the changes developed by the National University "OdessaLaw Academy" in order to improve innovation in the higher educationsystem in Ukraine, in particular, the draft of the Law of Ukraine "Onamendments to some legislative acts of Ukraine concerning theactivities of technological parks", Perspective plan of model law andthe harmonization of national legislation in the Commonwealth ofIndependent States, 2011-2015.

Separately it has also proposed an independent concept to supportinnovation by improving the legal framework of higher education inUkraine. Prof. Tulyakov noted that the main tasks of thecommercialization of innovations in Ukraine is an innovative analysisof the current state of legislation in terms of efficiencycommercialization processes for innovation; development of basicproposals for improvement of the legislation, including the Law "OnEducation", "On the scientific and technical activities' legislationin the field of protection of intellectual property rights, theactivities of technology parks, etc., and improve the legalmethodology evaluation of the effectiveness of legislative regulationof innovation, regulatory framework aimed at addressing the promotionof research and innovation related to the lack of increase indepreciation methods, referring to its own production costs for basicand applied research and the like.
Among other things, separate the thesis was highlighted the need forthe adoption of a legal act, which would allow to universities tocreate their own company and its assets, since the creation of theuniversities of subsidiaries is an important step towards theimprovement of the mechanism of innovation commercialization ofuniversity. Attention was drawn to the fact that a significantinnovation potential of universities is currently not implemented dueto a lack of budget funds and own funds of the university.

As a result of the event, participants were deemed successfulachievement of the objectives of the project TEMPUS IV «Supportinginnovation by improving the regulatory and legal framework for highereducation in Ukraine» (SpinOff), value and practical significance ofthe results and proposed ways to implement them.
