"VICTIMS OF CRIMES IN TIME OF WAR: SOCIAL, HUMANITARIAN, CRIMINOLOGICAL AND LEGAL DIMENSIONS" - an inter-university conference of the Donetsk State University of Internal Affairs in exile was held this week in Ivano-Frankivsk.

Representatives of humanitarian and legal disciplines, criminologists and victimologists devoted their time and reports to analyzing the most pressing problems of aggression victimization.

The plenary session of the conference was opened with a presentation by Vyacheslav Tuliakov, Doctor of Law, Professor of the Department of Criminal Law at the National University "Odesa Law Academy", ad hoc judge of the ECtHR in cases in favor of Ukraine, who focused on the characteristics of the initial and ricochet victimization of victims of Russian aggression and the prospects for neutralizing its consequences. It was emphasized that, in addition to direct victimization (7,093 people) among civilians, taking into account equalization factors, ricochet victimization amounted to 310,000 people among the civilian population and 382,000 victims among the military and their families.

Taking into account the analysis of victims of ordinary crimes (including refugees and IDPs), the total number of victimized persons in Ukraine reaches millions. The speaker, as a representative of the Odesa School of Criminal Law, associates the prospects for changes in crime policy with a human-centered approach to the development of criminal justice and the implementation of new conventional mechanisms of mutual legal assistance in criminal matters.
