On 10 December 2021, at the initiative of the Department of International and European Law of the National University "Odesa Law Academy", the annual All-Ukrainian Scientific and Practical Conference "Human Rights - a Priority of the Modern State" was held.

The event was held as part of the celebration of International Human Rights Day, which is celebrated on 10 December. It was on this day in 1948 that the Universal Declaration of Human Rights was adopted. Although the Declaration is of a recommendatory nature, it is the first universal human rights act that embodies the ideals common to all people and nations.

The purpose of the Conference was to draw attention to the problems associated with the implementation of human rights and to discuss the most pressing aspects of human rights protection in Ukraine and the world. The key focus of the discussion was on the protection of human rights in crisis situations, under quarantine and restrictive measures, in criminal proceedings, the protection of the rights of the most vulnerable groups, as well as international and regional human rights mechanisms.

This year's conference was attended by more than 110 participants. We can safely say that the scientific discourse successfully united scholars, activists, law enforcement officers, lawyers, postgraduate students and higher education students from various educational institutions of Odesa and Ukraine:

The opening of the event was attended by distinguished guests and representatives of the University, in particular:

Oleksandr Bigniak - Doctor of Law, Professor, Head of the Department of International and European Law of the National University "Odesa Law Academy";

Viktoriia Karpa - lawyer, human rights activist, Head of the Centre "YurFem Education";

Hanna Teteriatnyk - Doctor of Law, Associate Professor, Head of the Department of Criminal Procedure of Odesa State University of Internal Affairs, Lieutenant Colonel of Police.

Special gratitude for their contribution to the discussion, in particular the identification of problems related to the realisation of human rights and ways to solve them, is expressed to all participants of the All-Ukrainian Scientific and Practical Conference "Human Rights - a Priority of the Modern State". Iryna Smaznova - Doctor of Law, Associate Professor, Acting Head of the Department of Philosophy of the National University "Odesa Law Academy" (topic: "MILITARISM AND THE PHILOSOPHY OF HUMAN RIGHTS");

Hanna Teteriatnyk - Doctor of Law, Head of the Department of Criminal Procedure of Odesa State University of Internal Affairs, Lieutenant Colonel of Police (topic of the report: "AXIOLOGICAL ISSUES OF CRIMINAL PROCEEDINGS IN THE CONTEXT OF EMERGENCY LEGAL REGIMES").

The event was organised by the National University "Odesa Law Academy" within the framework of the international project "The EU as a Global Actor and Agent of Change", funded by the Jean Monnet Programme of the European Union.
